PERA Board seat for Corrections Officer Plan DEAD this session

Another Legislative Session is passing and our Bill to add a PERA Correctional Plan seat to the PERA Board has once again not made it out of the Pension Committee!

HF708 and SF1556 was authored by Rep. Peggy Scott, Rep. Harry Niska, Sen. Cal Bahr (who introduced the Bill) and Sen. Jim Abeler. 

The Bill was opposed last session by PERA because they objected to an even numbered board. 

So this year we had Rep. Peggy Scott amend the Bill so that one of the existing elected seats would be a dedicated PERA Correctional Plan member.

Pension Commission Chair Nick Frentz shot it down. 

Rep. Scott's Office emailed MNCORA after contacting Sen. Frentz stating:

 "He has indicated that granting an exception in this case could lead to similar requests from other entities seeking the same considerations."


MNCORA thanks Rep. Peggy Scott, Rep. Harry Niska, Sen. Cal Bahr and Sen. Jim Abeler for authoring the Bill.

As of January 1, 2025,  Correctional Officers are Federally Recognized as Public Safety Employees   the same as Police and Fire.  This has implications for disability, taxes and retirement. Confusion at today's PERA meeting

 I attended the PERA Board meeting remotely today (3/13/25). As all of you know there's lots of pieces at play in the PERA pension plans. There have been in the recent past attempts by 911 Dispatchers and Probation to be merged into the PERA Correctional Plan which MNCORA has vehemently opposed. The positive note from todays meeting is that the current discussion is centered around improved pensions (earlier retirement) for probation and dispatch without talk of adding them to the Correctional Plan.  The sad part is the apparent confusion among PERA Board members as to the difference between Essential Employees and Public Safety Employees.
